best 240 engine/year

What are your goals?

If you are staying with a redblock, generally the best block to start with is a late model B230xT that has the piston oil squirters. However, you can retrofit them on earlier B230s as well.

92+ has the big rods and oil squirters. But really you can run a B230 with the "skinny" rods and be just fine, especially with just being NA produced power that you'll see. The oil squirters are a nice touch, but can be retro fitted into any block.

No, 90+ is big rod. 93+ is oil squirters.

IMO, if you are buying rods and pistons, a b23 is a good place to start. If you are sticking with stock rods and pistons, a 90+ b230 is my preference.

^That one...

None the less...oil squirters are good for anyone wanting good piston lubrication and reliability. For most of us "fat" or "skinny" rods aren't a big deal unless you can find a deal on a late year redblock. Here's the info you need to do the oil squirter mod to any early redblock: http://forums.turbobricks.com/showthread.php?t=115422
From there you can dive into cams like the H, A, B, V, VX....Heads like the 531 and PnP manifolds to heads and valve work.

Like the title says, what engine is the best for tuning?

Akke, pojke du m?ste s?ga mer vad du har planerat...?ndem?let..
B?st ?r subjektiv..b?st beror p?..

b?st f?r ____ b?st stryka? b?st pris?

You young 'uns need to come back to earth..
The later B230 rods are not and in no possible way be called "big".

They are less ridiculously wimpy, than the earlier insanely noodly little things.

But no sane or serious person can rightfully call them "big".

 And this is why it is so much fun to ride these forums. John V for the backhanded save! :-D

Well relatively speaking they are "big" rods as they are larger out of the two different types we have available stock.

Already been said the best Redblock you can get is basically anything 93+ as that is less work with the oil squirters already there.

No not big in any normal sense of the word. They are "bigger" in a comparative sense than the absurd skinny rods but not big..

They may be enough for what the guy has in mind, but without any information on that nobody can really say anything useful..More information is needed.
