That isn’t that far off. I’ve seen that much variation before without problems. Measure the pressure again with the engine idling and the vacuum line off and plugged.

It should read 45 PSI with the vacuum line disconnected. With the vacuum line connected at idle the gage should read ~ 39 PSI.

Oscilloscope, tach/dwell meter etc. There is no way I would ever use a Volvo tachometer as a diagnostic tool. That is your first mistake.

That sucks. I can turn them over by hand when I need to. My 1/2" drive ratchet handle makes it easy to turn a B2230. Try turning it backwards. It may be hydro-locked.
