The device with 4 brake lines is not a proportion valve, it is a pressure imbalance switch. The wire turns on the red light on the dash.
If it has ABS that part should not be there.

There are lots of threads here on springs and shocks. See if you can measure the wire thickness of front and rear coils and get back to us.

Wilwood rotors are available for taurus (same pattern), and those calipers are yuuuge.
The police/taxi 940 brakes are plenty. I might test-fit willwoods on those.
