Do not use silicone to keep the glass in place in the regulator. Silicone is not an adhesive. It will pull out and nothing else will stick after that. Use 3M Window Weld windshield urethane.

That sucks. I can turn them over by hand when I need to. My 1/2" drive ratchet handle makes it easy to turn a B2230. Try turning it backwards. It may be hydro-locked.

You missed a real nice combination for a street driven car. 21/23. It only came on the 1979 GT. The 79 model also had stiffer springs in the front. They drove neutral. No understeer or oversteer.
