240 Intermediate shaft fell out

I was changing my cam and crank seal (B230E) and when I went to remove the intermediate shaft pulley so I could remove the seal, I noticed the entire shaft pulled out of the block.

Is this normal? What holds it in the block other than the bearings and what guarantee is there that it will not slide out once running?
 
To elaborate on Roy's comment, there's a flange on the shaft that is located against the block and the timing cover. For it to come out of the block, that flange has to have separated somehow.
