I don't think so, but others do..for some reason.
there's another one in one of my siblings jr. high school parking lot, black with chromed out omegas.

so, rare or not?

No, the 760 was never available with a 16V engine. Only (some of) the 740 GLE's were (and all the 740 GLT's, but I don't think those were exported to the US).
 
it's a '90 764, the only year with those taillights
'88-'90 764 if I'm not mistaken. I don't pretend to be an expert on those cars. Interchangable with the earlier lights and the narrower 740 3-row lights. There's just an extra ~3" along the inside for no particular reason. Same bulb holder as the 740 3-row lights.

no, actually it was ONLY the year 1990 when they made those. everything else is absolutely correct.
 
No, not rare...well maybe more so than a 760 Turbo and B230FT. My friends dad had an 88 760 GLE...yup B280F and all! I think those early Australian 960s with the B280F are rare though?!
